DBE Policy Statement
Beep, Inc. has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. Beep will bid on programs where it may receive Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, Beep has signed an assurance that it will comply with 49 CFR Part 26.
It is the policy of Beep to ensure that DBEs, as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in DOT–assisted contracts. It is also our policy:
- To ensure nondiscrimination in the award and administration of DOT – assisted contracts;
- To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
- To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
- To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
- To help remove barriers to the participation of DBEs in DOT assisted contracts;
- To assist the development of firms that can compete successfully in the market place outside the DBE Program.
- To provide appropriate flexibility to recipients of Federal financial assistance in establishing and providing opportunities to DBEs.
Beep has disseminated this policy statement to the management staff and all of the departments within our organization. We will also distribute this statement to DBE and non-DBE business communities that perform work for us on DOT-assisted contracts.

DBE Goal
Beep, a Transit Vehicle Manufacturer (“TVM”) located in Orlando, Florida, has established its FY 2025 Disadvantaged Business Enterprise (DBE) Goal in accordance with U.S. Department of Transportation (DOT) Rule 49 CFR Part 26.
Beep’s overall goal for FY 2025 (Oct. 1, 2024 to Sept. 30, 2025) is 8.94% of the total amount of domestic contracted dollars we will expend on USDOT-assisted contracts.
Beep is seeking DBEs certified under 49 CFR Part 26 and SBEs meeting SBA standards to submit technical and commercial proposals to us for materials and services we may require to manufacture autonomous vehicles for the transit industry. The potential supplier work scope may include the vehicle chassis, ADA lift equipment, seats, flooring, autonomous drive systems, electronic passenger interface systems, powered sliding doors, transportation, and other stipulated deliverables for installation on passenger vehicles.
Potential suppliers of materials and services must have proven industry experience. All suppliers’ manufacturing facilities shall be certified or compliant with the Quality Program requirements as directed by ANSI/AQS Q9001, ISO 9001, ISO 14001, or demonstrate compliance with an equivalent program.
