DBE Policy Statement

POLICY STATEMENT

Beep, Inc. (“Beep”) has established this Disadvantaged Business Enterprise (“DBE”) program in accordance with regulations of the U.S. Department of Transportation (“DOT”), 49 CFR Part 26. Beep has received or may receive Federal financial assistance from the DOT, either directly or indirectly through its clients, and as a condition of receiving this assistance, Beep will sign an assurance that it will comply with 49 CFR Part 26.

It is the policy of Beep to ensure that DBEs, as defined in part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also Beep’s policy:

1. To ensure nondiscrimination in the award and administration of DOT - assisted contracts;

2. To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;

3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;

4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;

5. To help remove barriers to the participation of DBEs in DOT assisted contracts; and

6. To assist the development of firms that can compete successfully in the marketplace outside the DBE Program.

April Francois has been designated as Beep’s DBE Liaison Officer (“DBELO”) and will be responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by Beep in its financial assistance agreements with the DOT.

Beep will disseminate this policy statement to Beep’s Executive Leadership Team (the “ELT”), consisting of its Chief Executive Officer, President and Chief Operating Officer, Chief Financial Officer, General Counsel, Chief Sales Officer and Chief People Officer, its Senior Leadership Team consisting of the ELT and additional senior leaders, and throughout its organization. Beep will also distribute this statement to DBE and non-DBE business communities that perform work for Beep on DOT- assisted contracts. This policy has been updated to address comments provided by the FTA in letters dated January 3, 2025, and this revised policy is effective as of February 12, 2025.

DBE Goal


Beep, a Transit Vehicle Manufacturer (“TVM”) located in Orlando, Florida, has established its FY 2025 Disadvantaged Business Enterprise (DBE) Goal in accordance with U.S. Department of Transportation (DOT) Rule 49 CFR Part 26.

Beep’s overall goal for FY 2025 (Oct. 1, 2024 to Sept. 30, 2025) is 8.94% of the total amount of domestic contracted dollars we will expend on USDOT-assisted contracts. 

Beep is seeking DBEs certified under 49 CFR Part 26 and SBEs meeting SBA standards to submit technical and commercial proposals to us for materials and services we may require to manufacture autonomous vehicles for the transit industry. The potential supplier work scope may include the vehicle chassis, ADA lift equipment, seats, flooring, autonomous drive systems, electronic passenger interface systems, powered sliding doors, transportation, and other stipulated deliverables for installation on passenger vehicles.

Potential suppliers of materials and services must have proven industry experience. All suppliers’ manufacturing facilities shall be certified or compliant with the Quality Program requirements as directed by ANSI/AQS Q9001, ISO 9001, ISO 14001, or demonstrate compliance with an equivalent program.
